Invitation to the 4th International Palliative Care Congress

November 13–16, 2025 | Ankara

Dear Colleagues and Esteemed Participants,

It is an undeniable fact that individuals coping with life-limiting illness require not only medical treatment but also a support process befitting the right to a dignified life. The most humane and holistic response to this need is, without question, palliative care.

Palliative care is not merely an approach confined to the end of life; from the time of initial diagnosis, it provides a multidimensional support that addresses the physical, psychological, social, and spiritual needs of the individual. Its aim is not only to alleviate pain, but also to share solitude and sustain a quality of life worthy of human dignity. This approach deepens the meaning of modern medicine, embodying the conscience of medical practice and the ethical foundation of public health.

Globally, the rise in the aging population and the prevalence of chronic and oncological diseases make it imperative that palliative care services become not only an integral part of health systems, but also a core element of societal awareness and health policy. Palliative care is no longer a merely supportive service; it is an indispensable component of national health strategies.

In recent years, significant progress has also been made in Türkiye, including:

• Strengthening home-care and palliative-care teams,

• Opening numerous centers across the provinces,

• Initiating domestic morphine production,

• Establishing interdisciplinary team structures,

• Defining service standards in line with pain management and ethical principles.

Alongside these developments, the National Palliative Care Strategy Document published by the Ministry of Health in 2023 demonstrates that Türkiye has now articulated a regional vision in this field.

Nevertheless, several structural challenges remain in need of resolution:

• Streamlining reimbursement and regulatory processes,

• Expanding education, certification, and standardization,

• Enhancing community-based awareness,

• Ensuring the effective participation of municipalities, civil society organizations, and other stakeholders.

Progress in these areas is critical to the sustainability of palliative care policy in our country.

With this vision, we are honored and delighted to invite you to the 4th International and 6th National Palliative Care Congress, to be held in Ankara on November 14–16, 2025.

Our congress will be not only a platform for scientific exchange, but also:

• A space that strengthens multidisciplinary interaction,

• A forum that contributes to the development of health policies,

• A venue that guides national practices,

• A showcase for models of good practice,

• A meeting point for international experience.

For the first time this year, the congress will feature dedicated sessions on pediatric palliative care, a topic that has not yet received sufficient attention in our country. According to the World Health Organization’s classification, this area in Türkiye remains in the developmental phase. Accordingly, full-day courses and comprehensive scientific sessions led by experienced academics are planned, with the aim of providing substantive support to institutions that are establishing new centers or have recently initiated services in this field.

Our congress will create a forum for dialogue in which, alongside physicians, academics, managers, jurists, social workers, nurses, and all stakeholders can come together to contribute to policy-making processes.

We would be greatly honored by your presence at this congress, which we organize with a sense of scientific, humane, and ethical responsibility.

Respectfully,

Assoc. Prof. Dr. Fatih Göksel                                          Assoc. Prof. Dr. Nihal Durmaz

Chair, Board of Directors, PASHİDER                                Congress President
